The Practitioner's Guide to Pension Administration
A Systematic Solution for Pension Crisis
FAAFM, CPAM
A pension transformation strategist, enterprise software developer, author and conference speaker with over 25 years in pension administration, governance and digital innovation across Africa. He co-founded Systech Limited, is the architect of FundMaster, the pension administration system used by funds and institutions across the continent, and created the Member Outcomes Compliance Audit (MOCA) framework. He wrote The Practitioner's Guide to Pension Administration and From Retirement to Preferment.
Timothy Mukoba is a co-founder of Systech Limited, a Pan-African software company, where he built FundMaster, an enterprise pensions system used by schemes, administrators and public funds in Kenya, Uganda, Zambia, Ghana, Malawi, South Sudan, Sierra Leone, Namibia, Mauritius and Mozambique.
Alongside his pension credentials he is a PRINCE2 Practitioner, business analyst, database administrator and enterprise software developer, which is why his writing moves easily between trust deeds, contribution rules and the systems that run them.
He argues for locally built, world-class African solutions, and for judging pension systems by the outcomes members actually receive rather than by compliance alone.
MOCA asks whether members get accurate, timely, fair and dignified outcomes. It rests on seven pillars and a five-level maturity index, and is set out in chapter 23 of The Practitioner's Guide to Pension Administration.
